Ms Campbell-Klomps is now moving aboard with her family and says she leaves her post with a heavy heart. There will now be a by-election in the Worcester Park ward.
The election for one of three seats in the ward is due to take place on Thursday 16 February and the new Liberal Democrat candidate will be announced shortly.
Along with her 42 Liberal Democrat colleagues, Ms Campbell-Klomps swept to victory in the 2010 local elections, with the Liberal Democrat Group retaining control of the council.
She was recruited via the Be a Councillor programme which aims to encourage more people to stand as local councillors and increase the diversity of local government.
Commenting on Ms Campbell-Klomps' resignation, Leader of the Council, Cllr Sean Brennan said:
"It is truly a shame that due to her changing circumstances, Jenny has resigned her seat. Not only was she a very welcome addition to the Liberal Democrat Group bringing commitment and passion to her councillor role, she was also one of the new councillors elected in 2010 who have made the council more diverse and representative of the borough.
"Having topped the poll in Worcester Park ward Jenny clearly had the resounding support of local residents and has worked hard to represent her ward. I am, however, fully confident that whoever is chosen to stand for the Liberal Democrats in Worcester Park will, like Jenny, be a dedicated local campaigner, representing the best interests of residents across the ward."
Ms Campbell-Klomps commented: "I valued working with caring and engaging colleagues as well as dedicated and courteous council staff and will leave with a heavy heart."
